Bartholomew Moses, the appointed returning officer, declared Phillip Shaibu the PDP Governorship primary election winner, noting his victory by a significant margin of over 300 votes.
Reports indicate that some party delegates were denied entry to the lawn tennis court of the Samuel Ogbemudia stadium in Benin City, Edo State where the official primary was scheduled to occur.
