Three ex governors of the state, Ikedi Ohakim, Rochas Okorocha and Emeka Ihedioha had sway between 2011 and 2019.
A motion sponsored by the chief Whip of the house Arthur Egwim(Ideato North ) and co sponsored by the majority leader, Uche Ogbuagu and three others said that the past administrations in the state, especially between 2011 and 2019 awarded contracts without “ due recourse to the Imo state Public Procurement law Number 12 of 2010 and other officialdom necessary for the award of such state contracts.”
The chief whip said that some of contracts awarded by Imo state Universal Basic education Board were done without “ transparency “IMSUBEB contracts were unjustifiable gap between budget and actual release leading to under funding ,over funding, delayed implementation ,price escalation and project abandonment.
“Project proposals having no design and technical scope of work as to allow for value for money and public outcry and numerous petitions against the procurement process.
“Be it resolved by this honourable house to urge his excellency ,the governor of Imo state to redirect the state and put it on the right track following his mantra of reconstruction, rehabilitation and recovery by revoking all the contracts awarded by the state between 2011 and 2019 which did not follow due process and rewarding them having recourse to the Imo state Public Procurement law Number 12 of 2010 for the purpose of transparency and probity. “ he said.

When the speaker, Collins Chiji, put the motion to a voice vote, it was overwhelmingly adopted.
